Sandy has been with the Department of Health since 2008 serving as Public Health Preparedness Planning Consultant for Jackson, Calhoun, and Gulf counties, progressive leadership roles in Gulf and Franklin counties, Administrator/Health Officer in Jackson County and Interim Health Officer in Holmes, Washington, and Bay counties before moving to DOH-Bay in 2025.  Sandy is the recipient of a 2018 Prudential Productivity Award, was named Jackson County Citizen of the Year in 2020 and was recognized for her leadership by the Washington County Board of Commissioners in 2021.    

Sandy is the Health Officer co-chair for the Florida Department of Health Preparedness Program Council. She has responded to public health threats throughout Florida including communicable diseases and numerous natural disasters providing guidance to healthcare systems during emergency response operations.  

Sandy received her Bachelor of Arts in Business Management from Eckerd College in St. Petersburg, Florida and a Master of Business Administration from Florida State University. A Florida panhandle native, she is committed to building local partnerships to further meet the needs of its citizens. Her professional philosophy is leading by example to foster a climate that encourages and promotes employee excellence and to address the public health needs of community stakeholders through strategic planning.
